I don't understand how a touhou character can relate to an uprising in Warsaw against the Nazis

I saw the thumbnail for nuclear attack and it had Utsuho for the picture and it makes sense, she uses nuclear fusion and other kinds of attacks similar to that. And I chuckled because it was kinda like a joke.
